At the risk of repeating myself, let’s review how this committee serves the homeowner.
The ACC must review and approve all changes to the exterior of your home and/or property before the project begins. For a summary of items requiring approval, go to the Fleetwood website at www.fleetwoodpoa.com Go to Documents, then Architectural Forms. There you will find this summary, the application form for ACC approval, and instructions for completing the application. You can download the form or request a copy from PCMI at 221-870-0585. Just a gentle reminder – if you are planning any exterior changes to your property, you will need to submit a request for approval of said changes to the ACC, or Architectural Control Committee. The July/August Fleetwood Flyer listed some of the most common projects, but, if you are in doubt, just contact me or committee members Randall Skiff or Sonja Cleary, or the PCMI staffer (Lydonna Jennings) who receives the initial appli-cation and forwards it to me for review and approval by committee action. Requests are handled expeditiously – if there are questions or concerns, they are immediately discussed with the homeowner. Most applications are straightforward and are processed and approved in a few days.

July/August Report While the drought and summer heat may be uppermost on our minds, some are thinking ahead to remodeling projects, etc. At the top of your to-do list, please put the submission of a Request for Architectural Review form. Per the bylaws of our property owners association, the Architectural Control Committee must review and approve all exterior home improvements, remodeling, etc. These include:
Replacing roofs, windows, siding, doors, rotting trim, and fences Exterior painting (walls, shutters, etc.) Construction adding rooms, pools, decks, patio covers, shutters, solar panels, etc. Changes to landscape, particularly new design elements. (changing or replacing existing plants in beds does not require approval.) Changes involving construction of rooms or pools and any architectural changes must be approved.
Request forms are supposed to be submitted before work begins. The approval process exists to ensure that proposed changes will maintain and enhance the architecture and value of your home and neighborhood. The ACC review also ensures that the proposed changes do not violate deed restrictions nor infringe on the property or privacy of neighbors.Depending on the type project, you may also need to attach samples of paint colors, roofing materials, etc. Construction projects will require drawings, plans, a copy of your plat or lot survey, etc., and an indication of where the new construction will be placed on your lot.Simpler projects, such as replacing existing fencing with the same type materials and in the same location, do not require attachments. Before initiating any home improvement project, homeowners need to consider two questions: 1) Does this project need approval of Fleetwood’s Architectural Control Committee? 2) If any sort of digging is involved, should I have underground utility lines marked?
To determine if a project requires ACC approval, please review the examples listed on the FPOA website (www.fleetwoodpoa.com/).
Before any digging all homeowners should call 811. There is no cost involved and many times they come out the next day. You save yourself and your neighbors a lot of trouble. The following article from CenterPoint Energy clarifies the reasoning: “A simple call to 811 helps homeowners avoid hitting an underground utility line while digging. Hitting an underground utility line while digging, even for a small home improvement job, can cause service interruption, tremendous repair costs, property damage and severe personal injury In fact, more than 200,000 underground utility lines are struck each year in the U.S., the Common Ground Alliance reports. For safety, state law requires homeowners and contractors to call 811 at least 48 hours before digging or excavating. At no cost to the caller, utility companies will visit the property and mark locations of underground utility lines. Homeowners and contractors are responsible for marking private lines such as invisible pet fences, sprinkler systems, yard lights, sewer lines and private sewer systems and gas grill lines. When digging, be sure to respect the markers and dig carefully”.
In an effort to protect the homeowner’s rights and property values, all plans for changes to the exterior of your home or property must be approved by the ACC Committee prior to initiating any change or addition.
